Why this page exists and why it is not optional:

  * Terms of Service §21.9 already tells Japanese consumers that refund
    conditions "are as displayed in our legal notice under the Specified
    Commercial Transactions Act", and §27.2 says those disclosures "are
    available through the Service". Both statements are live today and both
    are currently false — there was no such page. Shipping JP purchases
    without this makes the published Terms misstate a consumer's rights.
  * 特定商取引法 (Act No. 57 of 1976) Art. 11 requires a seller in a
    mail-order/online transaction to display these particulars. The
    obligation is consumer law and is INDEPENDENT of tax status — being a
    tax-exempt enterprise (免税事業者) under the JCT threshold does not
    reduce it.

The Japanese column is the operative one for Japanese consumers; the English
is a courtesy translation. Where they differ, treat the Japanese as
controlling and fix the English.

Address / phone note: the Act allows these to be withheld from the page and
provided "without delay" on request, but only where the page says so and a
working request channel exists. Withholding them is a deliberate choice for
counsel to make — do not silently omit them.
